Biography of Consul General
Aref Dostyar is the Consul General of Afghanistan in Los Angeles. Consulate General under his leadership will aim to promote people-people ties between Afghans and Americans through partnerships in economic, cultural, and scientific initiatives. Dostyar also aims to improve efficiency of consular services and build strong ties with Afghan communities in the states under the Consulate General’s area of jurisdiction which includes Northwestern, Western, and Southwestern United States.
Previously, Dostyar worked with government in different capacities including as Director General for International Relations and Regional Cooperation and Director of Peace and Reconciliation Affairs at the Office of the National Security Council of Afghanistan. In these capacities, he provided regular policy insight to the government leadership and authored several important documents including the National Strategy to Counter Violent Extremism. He coordinated and assisted with numerous government-led initiatives such as Afghanistan-USA Compact (2018-2019); implementation of government’s peace deal with Hizb-e Islami (2016-2018); Kabul Process I and II Conferences (2017-2018); Tashkent Conference (2018); QUAD Group that consisted of Afghanistan, USA, Saudi Arabia, and United Arab Emirates (2018); Afghanistan-Pakistan Action Plan for Peace and Solidarity (APAPPS); Bilateral Security Commissions with regional countries including India, China, and Uzbekistan (2017-2019); and Working Group on Afghanistan-EU 5-Point Peace Plan. Dostyar drafted and negotiated the text of several agreements and MoUs between Afghanistan and other countries.
Aref Dostyar’s articles and op-eds regarding Afghanistan’s peace process have been published by the New York Times, BBC, 8AM, and academic journals such as Beyond Intractability at Colorado University in Colorado and Strategic Journal in New Delhi. He has a Bachelor of Arts degree from Lucknow University in India. As a Fulbright scholarship recipient, Dostyar earned a Master of Arts degree in International Peace Studies from the University of Notre Dame in the United States.
